See this is where you’re confused, because you think there needs to be something outside of high sec for all players, you can quite happily do pretty much everything without ever having to leave high sec

Because players are the story, if you’re looking for single player stories there are many other games out there for you
Because there isn’t a fix, its no different than any other lawless place, do you think people fight wars with fair numbers? do the police raid buildings with even numbers? you seem to be under the impression that EVE should in some way be “fair”
No the biggest problem is people who think every game needs to cater to every player, because thats straight up false
Because it really wouldn’t serve any purpose, if they added a small story you would be back here once that story was over with the same complaints, EVE isn’t a storybook where everything is written out for you to enjoy, YOU are the person writing those stories, i appreciate you may prefer a more “guided” story with some sort of goal but that isn’t EVE
You can PvE anywhere aslong as you’re willing to take the risks that go along with it, no i don’t think we’re ever going to have that protected riskless environment you seem to want
And it also causes them to stop playing once they realise there isn’t going to be constant and regular story based stuff for them to do, something that introduces you to the empire factions is fine but at the end of the day the empires don’t really do anything in the game other than provide a coloured canvas for us to play in
Yes and no, as i’ve said, not every game has to appeal to every kind of player, literally nothing wrong with being a niche game if you can sustain it, and after this many years i think we can safely say its managed that
Because we want the the right sort of players, throwing us 1000 new players every day doesn’t do anything for most of us, we want players who aren’t going to cry and ragequit the second something doesn’t go their way or the first time they get blown up

I use my carriers as cheap and terrible jump freighters mainly.
I did carrier ratting once. It was awful.

Better get used to this fact because CCP HAS to focus on THEM or the playerloss will continue to a point when the game is not profitable anymore and they simply pull the plug to the server…
If THIS is what you want them to do you are on a good way with your “eve has not to change or change even MORE to PVP favoring” policy…

He’s not a new player. He’s a troll with multiple accounts designed to evade bans. He’s got a pineapple up his ass about the fact that he can’t do whatever the hell he likes in HIS area of space, 100% risk free and he literally is the athlete’s foot of this game.

In my experience they generally only come to vent, and rather than ignore the trolls and answer genuine questions like “What part of the fame is giving to trouble? Maybe we can help”, they do a bit of Forum PvP before they go.
After about the billionth “Youre all bad and EvE is bad” you kinda lose patience with it.
