I’ve tried. Apparently it was just hearsay. It makes sense, though, because that deal isn’t going to last forever. Considering the great amount of changes away from whales since the second half of last year, there’s ground for suspicion that the bonus deal ended.
I’ll try to remember to tell others in case I find information.
Free stuff you cannot really use is not ‘free’…it’s more of ‘ironic’ or ‘taunting’… 
I don’t think ‘Performance Based’ pertains to money or ‘Whales’ as you put it. I think it pertains more to Log-in amounts which if increased, would show a potential for growth that would inevitably lead to more income.
Anyway, 1 year seems rather short for a ‘Performance Based’ time span. 2 to 3 years would give enough time for a proper evaluation.
