You can reasonably do that once every two years or so.
doing it that way you can run two omega accounts for two years at a total cost of 12.53 a month. And it includes 2.5 billion isk a month in explosions funding.
While the skill packs will provide trained levels of skills, you still need Omega to pilot an Exhumer. What skill packs will do is give you a temporary access to hulls/activities you haven’t trained into yet. You’ll get the skills and prerequisites. You’ll still need Omega state for hulls that are Omega hulls.

Expert systems do give you access to fly those ships without Omega. We have miners that do that when we get blue moon pops.

OK. I went and checked more specifically. First – there is no exhumer expert system. So, no, you can’t pilot those hulls without Omega state. There is an expert system for mining barges, so if an expert system gives access to them even in the Alpha state, then you’ll get access to those ships. But the strip miners are Omega modules! And I can’t see an expert system that would give access to those. So you still won’t be able to go ore mining in a mining barge without being Omega (correct me if I’m wrong!).
And as much as I checked other expert systems, you only get access to T1 hulls, like the Badger, Sigil, Epithal. You won’t even get access to Upwell T1 hauler with an expert system. So these are not some bypass to be able to fly high-tier Omega ships without paying for Omega. As it shouldn’t be.

Correct, I did mean mining barges, they can use strip miners though (tech one). There have been many expert systems that let you fully fly the hulls they provide the skills for. Below is the most egregious one.
This one is common, although seasonal
Oh, and this one is free and always available for new characters.
As for the strip miners, they only need Astrogeology 1, and that skill is given, therefore players can in fact use strip miners.

How’s this any different than that the Country Specific Pricing already here? If you want your ping to come from the Rest of the World to New Zealand, then back to UK you deserve a discount
