Well, if you want more “danger” go fly around low/null/WH join fleet wars, etc, nothing stopping you from having all the danger you want.
I like the element of surprise. Which is why I don’t believe there should be any delay at all. You declare war when you’re good and ready, with the deliberate intention of throwing your enemy into confusion and panic.
