The US, but holy crap…likening Goons to being muggers is a bit over the top. Yes they often like to play the bad guy…but you should be glad of that as it gives you a target. Next thing you know you’ll be lining up with the remnants of BoB (NC.) and then you’ll see what true assholes look like. Especially if you ally with Finfleet. 
Not at all as an interested (perhaps “fascinated” is a better word ) external observer since 2014 it really is what it’s always looked like they’re trying to be (in game) to me.

I usually hop in a corvette on an alt & go sit in local to watch the fun for that… I missed the last one though, was busy elsewhere

When I do decide I have the time to go experience the cultures involved more directly I’m far more likely to line up with both simultaneously than just one… so I can watch events in stereo vision from both sides at once.

When my mains were in Goons I only witnessed good things to be honest, let me count some up:
New bros that were hero-tackling during fleet fights and that died, FCs encouraged all in fleet to send the lad a few millions, which people mostly did !!! (great incentive for newbros).
Newbros that failed or needed help were taught, even by the FC himself, in detail, what could have been done better (not this yelling around by some kid that acts all bad ass like having been in jail several times and robbed banks etc on weekends…)
Very detailed instructions online for newbros, and returning players etc (That even non-goons have access to).
Made several contributions to the community in terms of software, that helps the end-user.
Had great services (or still have?), regarding ship reimbursements during peace-time etc, which promotes people to go out alone solo or small gang fighting, gaining additional experience without suffering major losses. In some cases, a loss was a win in isk, and experience was gained.
I can go on and on…
But to conclude, there are always two sides of a story. Furthermore, it depends on the corp, person and ultimately, EVE online is not a game that is riskfree.
If things like this really hurt you, I suggest joining the military for a year or so, because you will not get far otherwise in life.

The thing everyone has to rememeber is that Goons became notorious precisely because of how low grade they were, as human beings.
Sure, many of their pranks were funny. There is no question about them being funny, from time to time. What is not to laugh at, when some pretentious online marketing event is hacked by millions of flying penises?
But many things are funny. Comedians, for example, are sometimes funny. And life can be funny. kids are very funny. So it wasn’t humour that set the Goons apart from the rest, and made them the exceptional group we know and despise today.
What made this group unique and noteworthy was the truly wretched and amazingly low grade of human beings who flocked to the cruel and bizarre banner of hurting nerds for laughs. That was “the thing”. That incredible distillation of low grade human characters was what got everyone’s attention, and it is why the goons are despised by everyone of good character, even to this day. Sure, they can be funny. They can be smart, too. I gather the Mittani is plenty smart, north by north west.
And the goons are rich, or at least there are a lot of folks poorer than them, which is the same thing.
So the goons are rich, smart, funny and modern.
But they are defined by another characteristic altogether, and nobody with an ounce of self respect should forget it for a moment.
New Eden is trip to the human zoo, and the goons are a two headed python eating a frog. they’re not tigers, nor elephants. They’re just deformed reptiles.
It is useful and interesting to have these folks out front and centre where normal folks can look at them and make the sign of the cross, and say “there, but for the grace of god, go I”. For that, CCP are to be endorsed.
No they are just playing a game in one of the many ways that is allowed. Sure some may be living out some real life fantasy of hurting people, but this is a video game. If you’re playing it then you have your own reason to enjoy it.

The thing about looking at the goons like a creature grown in a petri dish is that it is not an emotional interaction. One does not become part of the goons game simply by measuring the depth of their social depravity.
The goons are interesting. Smart, funny, interesting and rich.

The point I was making is that there are online communities that are much worse, and if you take a real look on the inside of Goonswarm you will see there’s a lot of differences between their old guard and the new-age Goonswarm member.
What I find astonishing is the amount of people that are likely 30+ “adults” posting and acting like a 12-year old shitler. The internet is a hive of utterly wretched and worthless human beings… That’s a more accurate statement.
Sure, you make a valid point. Goons are not pure filth, and the rest of the internet are hardly pure light and warm puppies.
Nevertheless, if we agree that there is a spectrum of wretchedness and worthlessness, and that everyone is somewhere on that spectrum between extremes of absolute values, then everyone would agree that the goons are in the lowest regions of known character space.
