So, regarding the “consent” argument:
This sounds great on paper; just put a disclaimer in your game stating that this or that could happen if that or this is performed.
Doesn’t actually work in practice, in China or in any Western (democratic) country. If you know anything about legal systems, laws are enforced on a matter of principle, and not some utilitarian “by the letter” interpretation of what’s written in some dry, 1,200-page law manual. This is the progressive way of interpreting and applying law, and despite effectively being an autocracy, the Chinese still understand this.
It’s like this: you can’t sue someone for “breach of contract” for not successfully carrying out a hit on your neighbor that you dislike, because the very nature of that contract is illegitimate, making it null and void. Even if your neighbor loudly laments about how they wish they’d die multiple times every day, it would still be illegal. So if/when they ban “forced PvP,” they ban forced PvP, and not merely the ability to perform it when one of the participating parties “doesn’t consent.” Consent to an illegal act doesn’t supersede the regulations that make that act illegal. This is how it is in most (probably all, by this point) civilized places. Just not including your white-collar, paper-pushing office’s HR department, where everything is done “by the book” in order to “CYA.”
There is only one resolution. You will not be able to undock unless your ship is closely followed by your lawyer in a Monitor. On meeting any ship you wish to blap, the whole of Eve will have to be stopped whilst your lawyer spends 2 years and 10,000 pages worth of documentation detailing the exact sub-atomic quantum entanglement of any PvP engagement with your victim’s lawyer…who of course would also be in a Monitor. A trip through Uedama might take 10,000 years, but hey CPP did promise ‘Eve Forever’.

Anyway, all of this is beside the point, which is that spaceship violence “consent forms” aren’t going to be a get-out-of-gulag-free cards for “forced” PvP. If the law goes into effect (likely, but not yet guaranteed at this point in time, as I’ve already acknowledged), it’s not just the act that will be delegitimized, but the concept behind the act. Similar to the case of murder, as in my previous example; it doesn’t matter if someone consents to being murdered, it’s still illegal and you’ll go to prison for it even if they fill out a convenient form. That’s how it is pretty much anywhere laws exist.
The unintended effect of all of this is that it might open up a discussion about the rightful ownership of digital assets. After all, there’s no point in banning “forced” PvP without some kind of explicit acknowledgement of tangible loss by the victims.
