1% chance of suspect status for 2-10 scans,

Scan total resets after 15 min of no scans.
Scanning becomes like trying car doors - you can try one car door, but if you are seen trying more than one, Plod might come asking questions.
They will just cycle through free to create in any amount Alpha accounts, just like they do with loot thief alts of the same nature.

So, my suggestion is the scan-suspect mechanic same as if you are suspect, then dock for 15 min, but no need to dock to reset your nominal scan total.
Or, as you say, you can have lots of scanning alts. I have lots of ninja looting alts
But then it’s pointless to have CCP implement the system if it doesn’t give a suspect immediately. At least then they will have to switch to an alt right away, providing an actual disadvantage.
Make littering a crime ?
At the moment, lots of suspect rookie ships and shuttles are used for furtherance of the Air Career Prog objectives. How about limiting it to (three or) four or five suspect deaths in a shuttle / corvette (within a certain time period, say 2h, in the same system), then Concord take over and there is no furtherance of the accumulation to however many ship losses it is - you are a criminal, and need to wait it out for 30 minutes instead.
Do you think that something still needs to be expanded here? After all, this game has long been a purely criminal world.
Allow a new mechanic of Wreck Scanning, with a third type - Wreck Probe Launcher / probes, but you become suspect using one.
The Wreck Probes and Wreck Probe Launcher allow you to scan down and salvage (and steal any remaining loot) from completed sites within the two hour wreck despawn time. But to use these Wreck Probes, you go suspect, and can be attacked if found - by using combat probes (anybody), or by players who bookmark combat sites and later return, or for those who cloak and wait at completed sites. No security status penalty, but there is of course the possibility of being baited by ninja wreck salvagers.
More combat in hisec, not criminal, but based on being a suspect.
Edit: this new probe scanner will allow for scanning of sites occupied by people who cloak up immediately on a person entering the system: their wrecks will now become scannable, at the cost of the wreck probe user becoming a suspect. In lowsec or null, this will make player-specific mission sites easier to find, and therefore riskier to accept such missions. But in hisec, more suspects are produced.
New Eden can call this the Oleo Especial Wreck Scanner, and I will be happy to accept royalty payments for my Patented process to produce the T2 BPC from Probe Scanner BPCs, and I insist that this technology is available to all Capsuleers
Yeah, but some people won’t be happy until they can steal from structures and steal your ships right out from under you- literally fly away with your ship- without any possible risk whatsoever. At least that’s what I’m seeing here. I haven’t read anything about failure risk.
Every player who becomes a victim of aggression is kind of asked to consider leaving this game. Maybe that’s the plan, too many players and some need to be kicked out.

I mean, if you just want to grind and build up things, why not play the X-Series? It’s singleplayer empire buildup space sim stuff, no others there to agress you at all, except fro some NPCs which you can more or less easily defeat…
Yes because that’s what this game needs. Fewer players.
First, stealing should never be allowed without serious risk to the one doing the stealing. More than simply losing a trash destroyer.
This is about risk vs reward, not getting free ships. Yes, corp theft happens due to poor management, but not because of embedded game mechanics.
If there isn’t enough risk, with too much reward for those who steal from you, the obvious conclusion is that you are weak and need to get good. The game won’t change to accommodate your incompetence.

Space in this game is literally packed with garbage. It’s filthy. Dscan thronged with unlooted wrecks, wrecks I want to loot and salvage! Abandoned, and my combat probes useless to find these bountiful garbage cans.
If I find an MTU, I cannot loot it, I cannot salvage it. My Magnate has no guns. I cannot clean up this dirty space.
This game won’t let me scavenge! Steal! Make a narrow escape while flashing or die trying!
I gave up and went to lowsec to try Facton Warfare. But it is not my first love. Space garbage. I want to clean it.
