Only thing Id like in this regard are hacking POCOs and draining PI materials from POCOs or from players PI factories and infrastructures for a certain time. Ultimately the idea is to get a response from the players being targeted or the POCO owners themselves. Taking PI mats would should instigate players using the POCOs while siphoning the taxes gained would effect the POCO owners. Both as stand alone aspects or as dual basis would be viable.
Suspect flags would be the result of actions but the PI mats or taxes would be dropped randomly around the planet or POCO in jet cans, or even a new jet can that is scannable by players using combat probes, within 4AUs of the planet in question over time much like ESS payouts. Staying on grid in a suspect ship is mandatory to continue pilfering the POCOs. Tax payouts would be a type of modified ESS tokens tradeable to certain stations to gain isk, but PI mats would just be transportable to be sold on market. The stealing of the jet cans wouldnt engage suspect timers, only the initial hack, allowing anyone in the area to steal from the thieves as well so more people are necessary, scanning ships, haulers, combat ships and logistics support in case of force.
The ship(s) needed on grid would increase to increase payouts and jet can containers up to a certain amount based on true sec. The lower the true sec the more you can steal but the more people you need to accomplish the task. All ships on grid could possibly be encased in some sort of countermeasures like and ESS bubble, or just scrammed within a certain range of the POCO which would allow for players to harvest still without interference and operate the POCO as normal. The idea would be that you could do it solo, or in a smaller fleet with pick up, bag men, and scanners available to find the loot up to a larger fleet fully ready for combat with logi waiting for a response fleet from the POCO owners, pirates or player corps that use the POCO in question.
As everyone will see suspect activity around the POCOs those players can be routinely attacked or just wait for them to go suspect and start scanning and steal their loot from them as well as a target of opportunity.
Three different attacks could be created by allowing Tax siphoning or PI Mat siphoning or both together using three different keys, or avenues of some sort, perhaps modules or deployables. To register the amount of players who go suspect youd need to engage the POCO or deployable in some way, either by module or targeting and shooting at least once. This would create a weapons timer as well as the suspect status.
It seems to me your goal should be to turn them to the dark side instead of killing them? Give them the opportunity to find their true potential!
I now want a 10 sec timer to give the target a chance to join or die!

@Swing_Vote1 I think you need a more sophisticated bot program. Frankly, with all the 3rd party software out there for other games, I’m surprised no one has bothered to come up with an updated version for eve mining.
