Drones can’t warp so no, there is no drone resistant to scrams.
I think what you want are the ECM drones:

These allow you to break the target lock of an attacker and clear their warp scramblers and disrupters. Not sure if they work against NPCs but I imagine they might. They definitely work against other players.
The best solution is to move next door. FOB and Incursion rats are best avoided if you’re flying an industrial ship.
