can you explain to me what is a fuel stealer display?

It was included in daily drop. For the Nexus event, if I remember correctly. I cannot find any reference or purpose to it other than its own info tag which suggests it is a holiday travel safety reminder of sorts. “Don’t waste fuel over the holidays” sort of thing.

It’s just a flavor item - a bit of silliness and vague lore.
