No, you are flagged suspect in the catalyst, if you cause more than 5% EHP loss.
The flagging depends on which vessel in the collision is traveling at greater speed at the time of impact.
That wont change the flagging.

If you are thinking about 50 catalysts ramming a freighter, all the catalysts will explode on impact if hitting with great velocity, causing very little damage, each, to the freighter which has far more mass than any of the individual catalysts.
So in 10 minutes we found more ways to break your idea than you thought of

OTOH, Gankers could just figure out how to do 4.5% damage per strike and math the freighter to death without CONCORD intervening.

Plus, if each ship goes suspect at 5% EHP damage then 50*4.9=?

CONCORD wont intervene on ram damage, only the existing system.
Only a suspect flag would be incurred on the target moving faster at the time of impact, if it causes x% damage to the target.

Yes, bump physics otherwise would operate as they do now.
