I could solo gank if I needed too but looking at that 0.1% of players have 9+ thought it would be much higher than that.

In my null sec corp few have 5-9 Accounts, and few just 2, rest between 3 and 4.
Everyone with Titan have to have FAX And Cyno Alt. Every Rorqual Pilot have to have 1 Cyno Alt.
That avg 1.6 is a big BS.

I hope in hisec non-PvP people (PvErs and even miners) will get into dueling as result of this event even or especially if just in cheap frigates and it may become a thing a lot of people participate in even after the event is over.

They will not, because quite nobody accept duels. Instead there will be miner and hauler ganking. All across the K-space. For SP XD
If you get the skill points regardless of whether you win or lose then people might accept duels.
