CCP would call that initiation. They always have. Im not saying it’s right. I’m just saying it’s true. Why didn’t anyone step in and defend him by saying that mining permits are compleyely bogus and that no one should ever buy them?
No one invited him into a corp for protection, or told him where he could mine safely?

I’ve recently seen 7-days old pilot who already lost Vargur and some other T2 ships.

Disagree as you like. Mining permits are a scam that is totally legal, it only becomes Harassment if the guy gets indeed followed and killed over and over again, wherever he goes.
So, he still has all options in the world:
- leave the area, go somewhere else to mine
- ask veterans for advice how to deal with the situation
- join a group that can protect him
- do something else than mining
- learn how to avoid being killed
- learn how to trick the “extorters” and make them lose their ships
They are not “preventing him to play the game” at all. It’s more like they are showing him that you also can play the “badguy” in this game and get away with it.

Is that two-day-old character repeatedly targeted? And are they followed to a new region once they move elsewhere and targeted again?
Then it indeed may be harassment.
But what I see from your picture is just an attempt of a scam, which for your information are allowed in EVE.
What is your intended purpose of this thread? Was it your intention to show an example of possible (scam) gameplay in EVE or are you claiming that such scams are ‘harassment’?
In case of the latter it seems you are aware there is a line between griefing and harassment, but aren’t aware of where this line is drawn.
