one thing i am noticing and you all maybe know about is… to stop anyone claiming a kr that player will get a kr with an alt and make it a stupid high price like 10b isk

Yes it is a legitimate and known scam / service in EVE.
Also some people do this deliberately, get a killright on their character with an alt then park a freighter or battleship or such outside the Jita docking ring at a higher price than the ship itself.
(Note that this case they do not try to prevent losing their ship by docking up so they are not within the docking ring.)

The solution is easy: don’t pay unreasonable amounts of ISK for a KR.
This target was killed using this killright thus the KR is no longer available.
