More like jump filament mechanics using jump filaments. Maybe there could also be bonus arenas that would pit the PvPer against Burner and Elite Officer Clone Commanders, Triglavian, Sleeper or Drifter NPC units.

It’s possible to get bogged down with complications here. Perhaps there have been sufficient comments now for at least a simple sketch of what might be possible - and attractive to those who like this kind of sport.
As I’ve said, MOBA type activities don’t interest me in themselves, but I’m following this thread because Highsec is my home and what happens there is important to me.

MOBA activities might not interest you, but having arenas that are able to host large PvP battles with the same security status as Null would present interesting PvP battles in High Sec that spectators could watch, without ganked.
The High Sec Arena does not effect ganker play. High Sec Arenas provide a new place for PvP pilots to simulate combat against a hologram version of a ship or actual PvP, sans ganker.

Your comment does raise a different point though. The proposal you outlined in response to me creates a kind of gank-free bubble within Highsec. That strikes me as the thin end of an unknowably large wedge.
I can see that such an idea might be problematical if it were not gank-free, which is why I think it would be better situated in Lowsec. If the pilots using such a feature were genuinely ambitious about becoming PvP trained, where better to blood them than in Lowsec? It might revitalise the region.
Highsec is not the place for instanced PvP. It has ganking, wardecs, duelling and limited engagements. The rest is just NPC fodder harvesting.
No, I just can’t see it at the moment, but continue refining it - bearing in mind what CCP seems to wish Highsec to be - and I’ll keep reading!

EvE is an PvP game and PvP happens all the time and everywhere … this means we dont need an PvP arena ! because eve is this PvP Arena !

The High Sec Arena could also be used during the tournaments to add elite PvP.
Elite PvP is 36 Catalysts vs 1 Orca…
