As for the names currently in Tribute… heh. Trigger Happy are not ‘the people most eager to actually fight’. Those are the people whose egos get in the way of following orders. With a cluster full of enemies, someone who can’t be assed to do more than the absolute minimum amount of work to get a fight… that’s not an asset.
