having pvp in a game doesnt make it a pvp game, but a game with pvp.
eve is a sandbox mmo at its core and pvp is just one aspect of it.

They can advertise the game however they want, but the underlying philosophy remains „PvP game at its core“. It has not changed since this document was published for new players.
