I don’t use and have never used the other skins in the pack so they’re useless to me.

I’m pretty sure those skins are tradable as usual, so you can just buy it from someone else who bought the pack.
Also you’re paying that amount for the 20 thousand PLEX, equivalent of 40 individual months of subscription bought at full price, not a police skin.
Buy it off the market for ISK. I haven’t checked the price but I imagine it will be in the billions.
There’s been none for sale for a long time that I’ve seen anyway.
Plus there’s buy orders for over 2bn atm.
It’s still at a cost of more than a full weeks pay for a lot of workers, and it’s supposed to be a sale?
The option to not own the skin also exists. That’s the option I’ve gone for

The 20k PLEX is 20% cheaper than usual, so it is indeed a sale.
Now most people, myself included, would never consider buying 20k PLEX but it is nevertheless a sale that also happens to include some vanity skins as extra incentive.
Personally I could care less about some ship skin, but if you really want to buy one you’ll have to compete with many other buyers who also want this skin, as the demand is high and supply of whales buying 20k PLEX packs who prefer additional ISK over a fancy Paladin skin a lot smaller.
Expect to pay at least a few billion for that skin.

Personally I think skin prices are utterly ludicrous most of the time anyway. It’s like walking into a car dealership and being told " Here’s the brand new top of the range Model XXX car for $50,000…oh and a coat of paint for it will be $20,000,000". It seriously IS at that level of absurdity.
That’s if you can even find 90% of the skins that are listed…anywhere in EVE.

I would never, ever, consider paying that much regardless of whether I could sell the others.
I appreciate plex is included but damn, it’s still far too much for me to ever consider.

Skin prices are disconnected from the economic value of ships in EVE though. And, unlike the ships themselves, skins are permanently owned and cannot get lost.
If you want to pay a premium price for a skin for a ship I see no problems with that, regardless of the price of the ship itself.
It’s like people who buy handbags for way too much money because it is made by a certain brand.
There also are cheap skins if you want, even playing without skins has zero gameplay downsides.
And if people have too much money and want to show that with a rare ship skin and thereby support this game with money either by buying such a PLEX package or by paying someone who bought such a package, I’m happy for them. It’s good for everyone else playing the game too:
There is are no better and fairer microtransactions in online games than cosmetic vanity skins with zero impact on gameplay.

They are, but there are 2 reasons why:
Some of them originate from NES and are consequently tied to PLEX rate and cost. This cost is determined by CCP and can’t be modified by players. When I pay 2b, for example, to buy PLEX to buy a SKIN from NES, and then if I decide to sell it on the market later, I can’t sell it for less than 2b + taxes + my profit margin. So NES SKINs are what they are. The only way to get them down is to ask CCP to lower their cost, but they won’t do it (apart from occasional sales) because it generates them direct revenue.
Some are rare collectible items in the game, very limited in number, and these can end up costing anywhere between 5b to 50b (I don’t think I have seen a SKIn much more expensive than that).
The main thing – there are people who pay that much for SKINs (I have sold some for 10-20b myself). And as long as such people exist, rare SKIN prices aren’t going to come down.
