How Often do SKINs go back or come back on sale in the NES?

Like the ones in this link? I am curious what you all have seen before with SKINs that are limited or rare releases and how often they may cycle back? I am pretty interested in collecting these as they are really nice looking.

some skins will never make a comeback if they were for plex for good or for some charity even that they were doing. others i guess when CCP feels they need to bring em back.
