Remove Sov and citadels from nullsec.
Move all corps and their citadels to low sec.
Buff the empires in terms of ship numbers.

@Adal_Buailteoir can you explain what kind of problems these solutions will fix, and why those problems are concerns that need to be fixed in this way?
My idea is to let it die, then bring it back in a couple of years as Eve Online Classic, with the last 10 years of buffs, nerfs, updates, and solutions removed, plus the removal of capital ships.
