They absolutely are mutually exclusive. Exploiting gambling addicts is working against the benefit of the citizens. Bragging about how profitable your stateās lottery is like bragging about how successful you are at selling heroin to children.

Not liking the moral consequences of running a lottery does not make it a bad analogy. The state is making money by selling an addictive product to people who are vulnerable to addiction. Perhaps you have forgotten that, unlike in EVE, in the real world youāre not supposed to be a sociopath and the state is supposed to work for the benefit of its citizens and not exploit them for profit?

No, itās not just gambling addicts but itās still exploiting its victims. Buying a lottery ticket is an inherently stupid act, so lottery tickets primarily go to three groups of people:

Gambling addicts who canāt stop buying even as their addiction destroys them.

Poor people who are desperate for any hope of money, even if they know the odds are against them.

People whose education has been lacking and who donāt understand that buying a lottery ticket is stupid, which tends to have significant overlap with the second group.
Lotteries would not be profitable if the only sold occasional tickets to people who can easily afford it. You need to get people buying lots of tickets and that means exploiting vulnerable groups for profit.
