I look at it not as a community but as lots of different smaller rival communities. They don’t use the in-game chats but for the player-created chats, EVE communities are on Discord, Teamspeak and Twitch.
I haven’t seen anything in Local except one player who asked for help and I replied but didn’t stay in system to check his reply on the info I gave him. Most of the time I minimize Local as the window shows a player number while minimized.
If they wanted to do something about that they would incorporate voice comms within the game.
I think we can chuck that to the amount of distrust and toxicity that EVE facilitate with its harsh mechanics. EVE isn’t like any other MMORPG so the conventions don’t really apply to it.
Overall I think it’s a great game, although I think it isn’t managed properly.
