I think THIS is the major issue why this feature is not implemented yet.
For this feature to work, they’d need to clean automatically each period of time characters that have been created and not used anymore.
But now that it’s “kinda free to play”, it’s even harder, if not impossible, to know which account is “abandonned”.
I think you got the wrong understanding of his post. He means, he wants people to stop playing (and stop paying) in an effort to force CCP to implement name changes.

i think the only characters to be allowed such a name change certificate are those whose names were erased by CCP for whatever reason and now are like Gallente/Minmatar/Caladari/Amarr citizen #####.
The PERSON who touched you and made you cry can exchange their char any time they want. The connection between PEOPLE and CHARACTERS was broken long ago.
Anyone who is thinking the Char X is the same person is just fooling themselves.

The logic is nonexistent there. ‘Change’ is not the same as ‘hide’, and vice versa. Hiding history is a valid argument; even if the fact that it is hidden doesn’t change the history itself, it does make it more cumbersome to find, and in a game where literal seconds count, obfuscating data matters to combat effectiveness.
It’s not hidden in anyway as long as there are ways for anybody in the game to have the information, whatever “cumbersome” it could be.
All the people against the idea is based on a fantasy that barely or rarely exists in the game : “i need to know at a glance, 'cause, ya know, “literal seconds count”, who the name that just appeared in local chat is, otherwise i may risk my ship”.
1 - As long as you undocked, your ship is lost.
2 - The second a neutral enters local, most of the guy are warping off / docking preemptively, PRECISELY, because they know they cannot know everyone in local, character bazaar exists, and with skill injectors anyone can be anything, anytime, anywhere.
3 - “At a glance” means nothing in 90% Time Delation and with 3K+ in local.
The issue with this is the perception that the history is real stopped being real years ago. There is no longer any connection between player and character and has not been in years. Characters are traded with CCP blessing and support.

The “no re-nameing” policy, in todays eve, actully goes against the “core principals” of its agenda.
Its well established in this thread that there is no longer any intelligent reasoning behind the “no name change” policy.
people have tried to argue against a “re-name certificate” but their arguments dont hold any water whatsoever…

“pro eve players” have a minimum of 7 accounts according to CCP, bazzar exist, alts, spies, skill injectors, etc etc are a every day occurence in this game.
to deny players to change their name (but keep their history) is infact illogical… when it is allowed to change player names AND history.
(the reason behind the “no name change”-policy is becouse people should have a legacy in the eve-world, and thats impossible if a players game history is erased/ changed with a name change…
but it would be fully possible to have a legacy, with a re-naming certificate…)
Well, Echoes rolled out a very generous system. One free name change per character, 500 plex per change after that. Upfront 2000 plex charge per Corporation name change.
All names and corporations have an ID# publically listed below. That doesn’t change. Consequences of infamy remain.
