If there’s a way to already do this, there is no need to create a streamlined way to do this. It adds nothing to the game and takes time away from other things.
The issue is, again, that people don’t just want name changes. They want their name change, but all the rest of the history to stay the same, including their start dates, etc. If they just wanted name changes, they’d take advantage of the things that currently exist that make that possible.

As i said.
There is actually no way to do this.

Name Change Certificate would be the ONLY way to keep the history, the sculpt, the medals, the standings, the birth date, and so on.

I don’t see that as an issue, it is precisely the opposit.
I see this as an evidence that the goal is not to hide from something or erase a reputation, this, is done by other meanings.

How about you just learn the skills correctly ?
How about you just scult your character correctly the first time ?
How about you save your pod before you get podded ?

In all of those situations, the easiest thing to do is just skill extract the character and put the skill points into the new character with the new name.

I have given a half dozen legitimate arguments against it. First, reputation means something in EVE, and creating a way to easily obfuscate who you were allows people to engage in bad behavior and then get a get out of jail free card. Second, it goes against a long-standing practice in the game that has lasted since launch that character names are final unless they are deemed offensive and changed by the GMs. I tend to think that things that have been in the game that long should probably stay. Finally, this makes catching spies even harder than it is now and the process is already so difficult that this game is well known for how hard it is to get into groups. Making that process harder by letting people change their names doesn’t make a ton of sense. There were others in the other thread, but I honestly don’t feel like wandering over there and reminding myself.

As i already said in this thread, reputation means nothing but the wieght ones want to put on a name.
Reputation is tied to the player behind the screen, not the toon itself.

Skill Injectors, Pods, Resculpt,…etc, …etc…
We are in 2021, just in case papy.

Since the standings are not reset after a name changed, it won’t make it harder to “catch spies”.
Since the real ID of a character is… its ID precisely, it won’t be harder for out-game tools neither.

As a bump, and for the lolz.

I did a little update on what i would have to spend if i were to Inject Skills.
My current Skills, all in all, transfered to a fresh toon would require 367 LSIs & 5 SSIs.

If i’m placing a buy order for those LSIs : 228b ISK

Now, if i’m buying Skill Extractors to turn into SIs, i have to take into consideration that i’m gonna have to skip 5m SP.

102m SP is what my toon has total.
102m SP - 5m SP = 97m SP

Now i’m dividing the result to get the total number of Skill Extractors i’d have to buy
97m SP / 0.5m SP = 194 Skill Extractors.

Now i substract the SEs to the overall SIs i need to get to 102m SP on a fresh toon.
367 - 197 = 170 Large Skill Injectors remaining to buy.

1 SE = 300m ISK
1 LSI = 620m ISK

194 * 300 = 58.2b ISK
170 * 620 = 105.4b ISK

Total : 163.6b ISK.

And that’s for a 100m+ SP toon “only” that started to play 6 years ago.

I can imagine how easy it is for actual “official spies” backed by huge entites of the game to clear, rinse, and repeat toons like this, with less SP…

Name change restrictions only apply to poor or new players. Rich players like this method because they can hide their history, a real name change wouldn’t do that.
