Basicaly a Tactical Bomb is a smaller, lower-yield missle designed for use on the battlefield to hit single targets and inflict moderate to high damage based on empire (EM, Therm, Kin, Explo).
Unlike its larger destructive brother Tactical Bombs can be used in High sec (E.g FW targets, security missions) and Low sec (PVP). I would prefer it would have its own unique launcher.
It will breath some life into the dying Stealth Bomber category.
With some cheap implants and boosters you can get over 1,000dps with a torpedo bomber.
I don’t think a moderate damage, single target ordinance with a bomb launcher’s 1 minute plus cycle time is what’s needed to breathe life into bombers. I’m not even certain there’s any issues with them that would lead to anyone saying they’re a dying category. Bombers have always been a tool to fit certain niche usages.

Also ‘single target tactical bombs’ are more commonly known in EVE as ‘missiles’. They launch, fly towards one target and hit them with an explosion. Stealth bombers can already make use of the ‘torpedo’ variant of missiles, which deal a whole lot of damage, considering they’re short-range battleship-sized missiles.
Torpedo bombers are viable, and so are bomb-bombers. There even are other types of bomber fits that can be used.
Why is it that you’re thinking stealth bombers are ‘dying’?
