The cinema doesn’t lure you in with a ‘chance’ of leaving with more money then you had in the beginning. If you need evidence for gambling being harmful there are more than enough studies available. Also evidence that the potential for harm is way larger when it happens in front of a monitor. instead of within some sort of social context.
And there is no way to guarantee minors won’t gamble in EVE - this by itself should be reason enough not to implement this feature.
After a lot of reading and testing, I’d like to recommend that this feature not be taken forward. Although it can serve as a profit vector for CCP, it detracts from one of the core aspects of the game: The logistics of commerce/travel and the associated risks.
Please leave the ‘magic marketplace’ in your fantasy games and retain some of what makes EVE special.

You should do some more reading and testing because there is nothing about this that would impact “logistics of commerce/travel”. The items never leave the station they were originally raffled in.
In effect, this is just fancier version of the current Contract’s Auction system.

I have spent some time thinking about this dev blog and what it means to EVE. I have come to the following conclusions:
- This feature has nothing to do with spaceships or game play in EVE.
- Raffles are gambling.
- Responsible adults (18+ by line in my locality) can gamble if they choose.
- CCP has responsible adults that designed a gambling service that underage players can actively participate in. CCP is therefore responsible for promoting gambling to minors.
If any feature that promotes gambling (including the last attempted feature at gambling) to anyone under the age of 18, I will actively campaign against it and see what legal recourse is available to me.
I will not support a company that supports under aged gambling.

Very well put and I totally agree.
My question is, who is actually reasonable for the actions of underage players? Is it CCP? Is something like this not covered by the rules? I will have to go and read them again. If someone who can find that info faster than I, it would be appreciated.
You see in the news that a kid ran up a huge bill, but most times it seems all parties involved worked together to resolve it.
I await your lawsuit against CCP for this. 
Oh, and by accident and unwillingly and unknowingly, we all do that almost every day. 
Even the Alpha’s gamble as we all do that CCP is going to turn the lights back on after every downtime.
Im not ok with this…but if it is inevitable, I highly suggest using this new feature/mechanic to help remedy our economy. PLEASE use this as a isk sink as well. Put a (idk 3%) isk tax on this feature to take isk out of the game. So if an item total raffle value was 300mill, 9 mill isk tax out of that. You can change the value of the isk tax %, give us a poll of percentages and let us vote on the amount. Wait a month and see if it helps or hinders the economy and poll a re-vote.
With the holidays coming up, I don’t think anyone is going to be able to pull any reliable data till the end of Jan.
Lets see how are their financials after that. Maybe the last few years of the EVE life profits will actually be only SKINS, gambling profits from selling Hyperstuffs and PLEX addicts will buy. The rest will migrate to SC, where they will at least get what they buy, even if it costs $1000. 
Lucky for you, this is already in the game and the tax is set to 5%. Maybe should take some time to learn what you’re talking about first?
yea thanks, im too lazy to hop on test server. Maybe they should of given more details on the forum post and not rely on everyone to use the test server. But thanks for informing me, this makes this less undesirable.
How long have you been playing? This game had over 50k avg accts on at one time. That their driving it into the dirt is not the question.
I assume that it will be possible to buy HypernetCores for plex. Then why this new item is needed, why not use plex? Some time ago you removed Aurum from the game to simplify the game to have only one currency. Now why would you like to have again a new currency? What is good in that I first have to convert my plex/isk to HypernetCores before purchase or convert back to after selling something (maybe with some loss on the market)?
It’s not at all the same.
The movie theater charges you $X for Y entertainment value and then you’re done, there’s no psychological manipulation to exploit people who are prone to addiction and drive them to watch another movie and another movie and another movie until they can no longer afford to pay the rent this month. Someone theoretically could become addicted to movies and sit there watching movies until it hurts them, but the movie industry isn’t encouraging them to do it.
The casino charges you $X for Y entertainment value and then does everything it can to manipulate you into spending another $X, and another $X, and another $X until you have no money left to spend. If you manage to walk away it’s because you were able to overcome their best efforts to get you addicted, not because they wanted to let you leave. And when they do get a customer with a gambling addiction they will do everything they can to encourage that addiction and exploit it as much as possible.
By introducing this feature CCP is making a clear statement that they are in favor of encouraging and exploiting gambling addiction for their own benefit. They don’t care who they hurt as long as the F2P cash shop brings in more revenue.

EDIT: And ■■■■ you whoever flagged this as inappropriate. This isn’t China. You’re not Xi Jinping, and even if you do look like Winnie the Pooh I’ll still say what I want. This game has a long-standing history of not censoring speech, if they started blocking swearwords in game like others do I’d have biomassed my accts by now.
