From the dev blog, looks like they can only be “spawned” through the New Eden Store (cash store). Once you’ve bought some for IRL money, you can decide to use them in the HyperNet Relay or put them up on the market for ISK.

Probably when they moved from skins which were bound to specific ships, to character bound. Or possibly reissuing some skins which had dropped off. Maybe.

I’m in favor of regulation on those companies, because… yeah, their business model is predatory. And I say that as someone who reeally likes Coca Cola… and I got the diabetes to show for it. If you’re going to profit from a product where the use as advertised would directly increase the load on healthcare systems, then yes, you should be liable for that in a way that doesn’t pass that cost right back to the same customers you’re harming.
Achieving that goal is damned hard. Doing it in a way that’s actually fair and workable might well be impossible. So why open another Pandora’s Box?
