I can sell my EVE account to someone with zero consequences (other than possibly being banned from a game I’m leaving anyway) because selling an account for cash is not illegal. CCP can not report it to the police or get the cash taken away from me. That means my EVE account has a cash value equal to whatever I could sell it for.

They can seek to recover it because you can sue for anything you like if you can afford to pay your lawyer, but EULAs have major issues with being unenforceable and a company’s “policies for playing our game” document is not legally binding.
