It is easily proven/disproven: find one recently returned person who will agree that he has returned because of some changes made by CCP. Even one person will do.

On topic I don’t believe that CCP are in the business of sabotaging their product; what I think that they are trying to do is revitalise an ageing game so that it survives another decade or more, but without destroying everything it stands for.

Probably, seems plausible, free SP and loot has made others unhappy because the company that bought them are going full on with trying to maximize their customer base and purists are unhappy.
