The problim is that people are fitted for PVE when they do PVE, they need to be able to tank that specific damage and boss or two. Thus the midslots are taken for this.
PVPr’s on the other hand fit only for gank, they have the ewar, scrams and webs and they are not tanking a boss and room full of NPC’s, this is why the deck is always on the PVP’s side.
You can’t do PVE in PVP fit and be ready for the gank. Also you cant bring security (people with PvP fits) because you don’t know when the gank happens, so the security would have to idle around for hours and cancers might not even show up.
