Launcher wont start at all

windows 10.

when ever i start launcher i only get that little CCP logo then that goes away and nothing launcher never comes up. even tried deleting the eve folder and installing launcher again does the same thing.

no it is not hiding on a different screen or missing monitor it literally is not starting and does not exist in the processes anywhere. no taskbar icon and no process for it at all.
