This is an issue I’ve run into and found the solution to. Previously I found that reinstalling the game would resolve these issues and I did that until I got sufficiently annoyed to test things out. I had discovered that there was one particular file that would prevent eve from loading the launcher, removing it got things back up and working again:
Synopsis: Eve randomly stops loading the Launcher window, wine starts, everything hangs, no errors posted.
Tried: This was replicated with manually installed wine, lutris, and steam, all eventually fail.
Solution: removing the following file: $path_to_c/users/$user/Local\ Settings/Application\ Data/CCP/EVE/QtWebEngine/Default/TransportSecurity
