Send out a news letter that will provide eve with “1-3 free months of eve as omega” to all inactive accounts that were created before 3 months. (so from eve’s start to 3 months ago).
This should help get some people back into eve.

Bribing people to play a game doesnt bring commitment it instead causes them to lose respect for the game that must be so pathetic that it has to bribe people to play it.
