Except the game gives you a false sense of security, leading you to believe that if you attack anything in high sec, you will be blown up immediatly. There is nothing in the game that informs you on the difference in concord reaction times, bumping, and what can be done to extend that. People generally don’t like these kind of “surprises”, especially when they see human trash getting away with it, and there being virtually no ability for revenge, since gankers are always flying disposable ships and never lose anything of real value.
The problem is stupidity. Yours and CCPs. You can’t really blame the victim when you don’t inform them on the rules of the game.

This is like fining someone for using a parking space when there was no sign posted that they would be fined for parking there.

No such thing as a valid excuse for breaking laws/rules.
It doesnt matter if you are aware of your transgression of the law/rules, all that matters is that you did.
Ignorance of the law/rules is no excuse for breaking them.
“Your Honor, I didnt know it was wrong” doesnt work. Whether you knew it was wrong is not relevant to the fact that you did what you did. What you did, was nonetheless, wrong.
