I currently have a standing of 4.2 with a distribution agent, but I still get level 1 mission, how can I level up the mission?

If I understand you correctly, the agent keeps giving you level 1 missions.
If that’s the question, the answer is, the agents themselves have levels assigned to them. That agent will NEVER give anything but level 1 missions. You need to find agents who are level 2, level 3, etc, from that same corp, and with the standing level you mention, you should be able to get those missions.
There is an agent search tool in the game, and you can use it to find agents you can get missions from, and filter by corp, faction, and distance from you (and level). Try it out, and you should be able to find what you need.
