Locator Agents , for a fee, can find the location of another player character within a certain region (excluding Wormholes). Locator Agents require high Faction Standings to work with.

Any type of agent can be a locator agent. That part is separate from their main function (security, distribution, etc). You use locator agents to find other players. They tend to be L4 agents from my experience.
When you open the “Agents and Missions” section on the Agency, grab the display and swipe to the left - the last panel is the Agent Finder, but apparently “less” useful than all those Paragon agents one needs constantly, lol.

As far as I was able to verify, all so-called Locator Agents are also normal agents with normal missions, as you can tell from the icons (and show info on each agent): in the snapshot below, 2 are security agents (red), 2 mining agents (blue), 2 distribution agents (green), 2 RnD agents (yellow), all being Locator agents (white).
