I don’t think its CCP.
I was having issues exactly like this just before it cascaded and I found the problem was a Sydney node on the route. if that node then crashed or something and other nodes it linked to hit trouble, that could cause issues across the board.

I also couldnt log in yesterday for fleet action 
Forum login didnt work either so i couldnt even come here to complain.
I wonder server issues we will have this evening … broken chat, broken login server or the classic socket closed errors again?
You really need to work on your servers/server softeware CCP.
