To declare war. the aggressor must pay a war fee as well as deposit collateral. The collateral would be a value of T x U, where T is a set constant that CCP sets and U is a value set by the aggressor. The aggressor must destroy U value within the 1 week war period of the war dec or lose the collateral. Once the lose of U is completed, the war ends.

I don’t see where I have inspired you with such a dumb idea. That literally guarantees that people will not undock or stay offline. For anyone interested what I actually proposed was an expansion to the contract system so the meaning of the war can properly emerge from the sandbox: What we need is more tools not a wardec mini-game.
