Investigatory Report – Stribog Kybernaut Subclade Clandestine Communication Facilities

Subject: Discovery and examination of wreckage of Stribog Kybernaut Subclade spaceborne communication facilities in the Federal District of Nadire
This report has been prepared for the Security Committee as part of a preliminary investigative measure into the discovery of Stribog Kybernaut Subclade (henceforth referred to as ‘Stribog’) registered facilities within the territory of the Federal District of Nadire.
Throughout December, several facilities designated as ‘Wetu’ Mobile Depots and registered to a Captain Jamal Frederick of Stribog were confirmed as destroyed by several parties, with the first noted as destroyed on the 13th of December in the Assiettes system, with the last recorded facility destroyed in the Aetree system on the 19th of December. Facilities were also noted as being present in the Goinard, Lermireve and Allipes systems.
It is not currently known when these facilities were established by Captain Frederick, nor if they were acting by themselves or under orders from Stribog’s Paramount Executive, Sahara Jackal. Initial scans of the wreckage did not reveal anything of substance aside from its registration details, neither did the salvage gleaned from recovery efforts lead to any immediate conclusions. It does not appear that the facilities were manned, rather relying on automated procedures. On all facilities failsafe measures activated to wipe the systems and associated databases on board. Nonetheless, we were fortunate to have salvaged two facilities where these measures either failed to activate, or were incomplete in their task.
From our technological analysis of the software recovered that was not destroyed or corrupted, encryption methods known to be utilised by the Collective have been employed by Stribog to mask their activities. However, from the reconstruction of the heavily damaged equipment it is suspected that they were installed as part of a greater Signals Intelligence effort to intercept District communications. How much they have intercepted, if they were even successful, is not yet known. That they managed to infiltrate the District and attempt to tap into our communications is concerning enough. We will of course notify the Committee should there be any further breakthrough, although the nature of Collective/Stribog encryption could mean that this will take a significant amount of time.
It would be my formal recommendation that, in relation to my earlier proposal for jointly operated communication facilities, that a comprehensive diagnostic sweep of all interplanetary communication systems be carried out with the utmost urgency, including those of the District and Communication franchisee providers. The proposal should be frozen with immediate effect until the intentions of Stribog can be discerned. A formal notification to all District Member States should be dispatched in the form of a MEMSTATNOT. The neighbouring Federal Districts of Jonenor, Balrille and Marele as well as the Federal-Imperial Free Trade Zone in Basan should be made aware that there could be potential subversion attempts by Collective-aligned bodies and to take the appropriate measures to reinforce their security provisions accordingly.
It is imperative that we do not permit the Collective or Stribog a foothold in this District, either through overt or subversive means. We managed to steer the course through the Crisis without any District systems falling victim to their designs, so our vigilance must be maintained. The Consultancy will remain at the disposal of the District should our services be required, as always.
