Then you are doing something wrong. I pulled 20M/h running L3s in passive tanked meta-4 beam harb… with most missions being anti-angel (it is pretty close to as suboptimal ship for the task as you can get). In hi-sec. Nowadays I could probably fit something to get over 40M/h running l3s (no, my ham loki is not good for l3s, too many small rats, although l3s don’t have that much dps so could swap shield boost amp for web)

Most likely the problem is that you are focusing too much on dps (max dps raven?) and too little on application.

most likely his raven has no propmod. And/or he is salvaging everything.
