Yes, a person that does the ganking and gets the profits is perfectly balanced. It is like having PvE ship way overpowered, or a PvP ship never seems to lose a battle, of course, they are perfectly balanced, right.
But ganking isn’t balanced at all. Like mining or ratting and all other activities in the game, there needs to be a chance to lose. I would believe the adjustment to a 15-25% drop rate would be about right. No higher, but maybe it needs to be lower. Something along those lines would balance it out. You can gank a miner ship and have a chance to lose isk, not make isk that would be the goal to balance.
This would make 90% drop weekends even more exciting for gankers.
1 : Miner/Hauler lives / Gankers lose ships (Hauler Wins via tank)
2 : Miner/Hauler Lives / Gankers Live (Hauler gets out of doge before gank)
3 : Miner/Hauler dies /Gankers Live (successful gank)
By that measure, its unbalanced, but not in the way you are meaning.

Eve clearly needs re-balancing in favour of gankers. Can’t keep having these poor pirates losing their ships for nothing.
Adding loot in then changes the measure of success and thusly splits the outcomes differently. There are now 4 possible outcomes, only one of which is counted as success for the Ganker
In any condition that ends in a successful gank, CONCORD would be on grid after the event.
It would not factor into whether the first gank happened or was successful, but would be a mitigating factor in further gangs in that area. Unless of course they were drawn away.

Honestly said. You cant avoid ganking. It all depends on the ganker. If you bring hard ships, then the ganker uses even better ships. Its a question of your freight. At some point its no longer intresting for a ganker. If you hauler afk with a huge load of ISK. You will be ganked. You cant believe how many sharks are on your route. And it’s even worst. Because of the lack of new player the ganker are starting to find new strategies. Your comment makes clear that you never tried to figure out how that Ganker Industrie works. I am not a Ganker, but those guys are not that nasty as everyone thinks. So you can ask and can have your own way to figure out what they do, how they do and why they do that kind of profession.
