You get them from the Federation Grand Prix event. The box you get at 30 points contains one of the two implants.
They are the first implants with a drawback. If an implant requires a drawback to be balanced, then perhaps it’s not a well-designed implant. Or is that a sign of incoming implant rebalance?

Nah, balance team was relegated to work with the hamsters in the server room. There are too few hamsters these days, they were leaving CCP in droves, just like devs.
What drawbacks? What bonuses?
One implant gives +5% to drone damage while reducing their shield, armor and hull HP by 10% and the other one increases shield, armor and hull HP by 5% while reducing their damage by 10%, if I remember it right.

So we are coming out with a set of drone implants so we can get away with nerfing drones across the board?

no it increses by 10% HP and reduces 5% damage
