You and the other reciting this mantra also have the belief that whatever incentive you give them, they will never ever attempt to form up using what is the equivalent of a natural fallacy, “it’s like that because it’s like that”, wow great point… It’s as assinine as thinking any kind of incentive will transform a carebear into a PvP player, both are simplistic but it is you who are in one of them. We, we are trying to provide, or at least think out, the right incentives.
What about trying to give them those incentives first and then measure out if you are right?
Or better, tell me what you would do so that you would get 5%, 10%, any amount that is greater than zero, more carebears willing to actually fight wars?
Is your sole contribution to both this problem and to EVE is saying that it is impossible and making sure it stays so?
Not forcing people into something they have an aversion to would be a good start.
Until then are you only trying to beat players into your version of PvP, while perverting the mechanics for those who already enjoy it.
We then have the militias for players who want to get a taste for PvP and who want fight over structures and strategic objectives, instead of just fighting straight out wars with each other, which is what wardecs are for.

No. The difference is that changes to the game need to include all players. Whereas what players do to each other should stay as unlimited as possible, because it’s meant to be a sandbox game.
As such should changes to the game not force players, regardless if they’re PvPers or non-PvPers, into a play-style for which they have an aversion. Nobody should be forced to play the game your way.
If you want to force others to play in a certain way then you need to do this in-game and not by asking CCP to do it for you.

You’re probably thinking “aversion” and immediately think of “risk” and then “pvp”. An aversion can however be a lot of things, like PvPers who don’t like to mine for example.
