Null Sec Anomaly Combat Sites

Hi
I have a character that has 11million skill points. Limited in what he can fly but I can scan down anomalies and fly Caldari BS and use missiles. I am not skilled for Ishtar or Domi and don’t want to spend half billion or more on Vini (not skilled) or Rattlesnake.

What other ships can I use to do scanned combat sites in Null sec with this toon?

Can you fly tengu? I think it’s the best

Probably could train that one quickly. Assuming HM and not HAM but can scan to. I like that option. Thanks
