Occasionally send 'Noise' Needlejack fleet filaments to Thera

The ‘Signal’ Needlejack filaments have the draw of sending yeet fleets to active sectors of null. ‘Noise’ fillaments arguably should have a stronger risk than simply sending a fleet to a random (likely quiet) null system to farm sites.

Let’s occasionally send fleets to Thera upon activation of ‘Noise’ type filaments. With clone bay mechanics it’s technically not a wormhole and behaves more akin to NPC null space.

Probably a bit pointless tbh, most yeet fleets make use of thera anyway.
