is penumbra epic arc worth rushing into? right now im doing level 3 caldari security missions on a select caldari faction (current caldari faction standing is 2.77) im trying to start doing level 3 mission and eventually level 4, i can start doing penumbra epic arc i just need to get a a 5.0 rating on this agent.

Yeah, don’t rush into it, make sure you can easily complete lv 4 missions before starting the lv 4 epic arcs.
The penumbra epic arc is about level 4.3 missions (as well as the other empire epic arcs). Only the Sisters of EvE epic arc is designed for newer players (and in fact all should do it.)
There are a couple pirate epic arcs out there that are technically level 3…but only scum heretics and heathen unworthy of life would have anything to do with those…and you’re not one of those…right? (*finger hovers over ‘alert Inquisition’ button)
what kind of ship do you recommend to do all of sisters of eve content? i’ll like to just bring 1 ship the entire time lol
Any ship capable of doing level3 security missions will easily do all of the SoE epic arc. A frigate will do all but maybe the last mission.

Just smash it, the only way to be sure. 
For speed I’d go with an algos. Send drones to do your work for you. And destroyers are fast.
