It might be a better idea to discuss each of these separate unrelated topics in new separate threads instead of clumping it all together, or better yet in one of the already existing threads on those topics.
But as you’re posted it here, let me respond on these ‘issues’:
Cloaking
Cloaks are not god mode modules, it merely hides a player and allows them to approach a player unseen.
There are various limits to cloaks that you would know if you have any experience using cloaks, which if you know them make cloaks far easier to deal with.
As you call cloaks ‘god mode’ modules, which aspect(s) of cloaks is it you have trouble with?
With some experience fighting with cloaks and against cloaks I might be able to help you with that.
Ganking and CONCORD
What do you mean with ‘regardless of CONCORD’?
Ganking is intentionally part of HS gameplay which you can also see mentioned in the description of HS in the game.
The idea is that even though quick suicidal attacks are possible, players can mitigate the risks by icreasing their survival time or by reducing the cost of their ship, just like in any other part of the game.
Mitigating risks is a big part of playing EVE and the existence of ganks ensures that HS too can experience this essential part of the game.
So, what exactly is the problem here?
That you don’t wish to put in some effort to mitigate risks or play well to survive?
War decs and high sec
I do not know if you have realized yet, but war decs are a HS mechanic.
After all, outside HS there are zero rules so people can freely attack each other. It is only in HS that people need some kind of formal ‘war’ state in order to be able to fight without CONCORD interference.
So if your question is why war decs only affect HS activities: it is because war decs are a HS mechanic and are irrelevant in other parts of the game.
Indefinite war decs
Now this is the first thing you mention that appears to be a game issue instead of a skill issue.
Wars are intended to have stakes and cooldowns, but the stakes are too low that it’s almost irrelevant because even though losing a war HQ may invalidate wars, the war aggressors can easily circumvent war cooldowns by hopping to a new group and placing a new disposable structure.
Hopefully something can be done to make wars in HS still possible but with raised stakes, with fewer loopholes and with more possible participants.
More participants? Yes, I think it’s silly that my HS alt can fly unbothered by wars by sitting in a war-immune corp using structures placed by holding groups. But as long as that is possible I’ll happily abuse it.
