I select candidates based on agendas I think aligns best with my personal way of playing Eve Online: A focus on solo, and small gang PvP, sometimes with NPSI groups, and for a while now also tournaments.
Phantomite is on that list.

Even when he was in Snuff, Phantomite tried to push small gang pvp instead of blobbing people, and was definitely after fights. There are definitely worse candidates to toss a vote to.

Several months ago, I returned to game from break since end of 2014. I found large nullsec areas empty. What Phantomite says seems good to me.
