when it comes to repairing pocos… do i have to be in the defending side to repair the shields of a poco??

It would surprise me.
In EVE you can generally attack or repair anyone. You can repair enemies or shoot allies if you wanted.
However I have not repaired any POCO so I cannot fully confirm this.
it depends on the security status of the system.
