I think anti-ganking has won, or at least upped their game a bit.
Right now, 21:13 Eve time, I am watching three flights of Standup Einherji II’s orbiting the Juunigaishi gate in Uedama.
All that needs done now is to put up three Astrahus around each gate in Uedama, for a total of 9 flights of Standup Einherji II’s, that when coupled with Capsuleer fighters, Safety’s day is, pretty much ruined.

They are there only for decoration. They cannot attack gankers. Highsec citadel cannot attack suspect or criminal players because citadel cannot acquire limited engagement timer. That would then allow them to attack the citadel without war.
And they even belong to the gankers anyway.
