Gerard is right, i searched it as well, and i found this on the forum from 3 years ago
That function is there to report bots who offer isk for cash (against the EULA). It has nothing to do with scamming. Only spamming.
If you see someone spamming messages that tell tales of isk for cash use that feature. If not, Don’t.
